Bali is a fantastic place to go diving, especially if you want to learn to dive, as it has calm, warm waters and amazing corals and critters. Tulamben, home of the famous Liberty shipwreck, is a particularly good place to start. I wrote up a quick guide to diving in Tulamben a while ago.
It's easy to get to Bali from Bangkok these days - you can get AirAsia flights from Bangkok to Jakarta and then onto Bali for very little, or if you feel like splashing out, you can fly direct with Thai Airways who do daily flights. Check Kayak.com and Skyscanner.net for the latest prices.
